Tokyo Gubernatorial Election 2020: Candidate Profile for Hiroshi Komiyama

2020 Policies

1. COVID-19 response: Prioritize lives and livelihoods of Tokyo citizens

• Implement basic income until an antiviral drug/vaccine is created
• Each person will receive 10,000 yen in cash handouts every month

2. 10,000 yen fine for littering & smoking on the street + install an enclosed smoking area
3. Caring for senior citizens  

• Reduce the caregiver turnover rate
• Ensure care workers get an annual salary of 4.8 million yen ($44,555)
• Increase the number of care facilities 

4. Achieve zero pet exterminations + establish the animal police
5. Reduce congested/overcrowded trains
6. Increase the number of support desks for bullying, depression, suicide prevention
7. Expand support for senior citizens & disabled people + ensure accessibility around Tokyo
8. Expand support for nursery teachers, nurses, and caregivers 
9. Reduce the number of children on nursery waiting lists + expand sick child care
10. Cut governor/assembly members’ pay by 50% & reconsider pay for government employees
11. Establish a governor’s suggestion box to address misconduct in the Tokyo government
12. Create measures to prevent transfer fraud & other phone scams 
13. Supporting love & marriage

• Subsidize up to 1 million yen (approx. $9300) for wedding fees 
• Provide 1 million yen for every childbirth
• Fully subsidize fertility treatment fees

14. Implement the same-sex partnership system across Tokyo
15. Utilize the Tokyo Challenge Net to support those who can’t move & support local farmers

• Plan a Tokyo Olympic Games (Tokyo Citizen Olympics)
• Cut costs for the games
• Specify where money is being used  

17. Disaster preparedness for an earthquake that directly hits Tokyo & other natural disasters
18. Relax restrictions to use public roads for public facilities & street performances
19. Promote cultural exchange
20. Educate citizens & create measures to address fragrance pollution & chemical sensitivity
21. Make the 8th of every month “Smile Day”
22. Make the 22nd of every month “Peace Day” & recommend zero overtime work

First Impressions

• Focuses on social welfare and little on economic policies
• Lacks details (ex. funds?), but the ideas themselves are pretty good
• Emphasizes “smile” a lot
