- Prepare for an earthquake that directly hits Tokyo
- Clearly define how evacuation shelters are managed in the COVID-19 era (ex. Social distancing)
- Strengthen measures to deal with secondary disasters like fires + floods
- Increase each citizens’ preparedness by conducting large scale earthquake drills
- Utilize IT to create a disaster information network
